A-QUEST TRACER is the product. Project Shadow is the normative foundation underneath it: the lifecycle registry, the guard semantics, the decision and envelope objects, and the receipt schema. Where the product and the protocol appear to disagree, the protocol wins and the disagreement is recorded rather than quietly resolved.
The Pause Before Harm Protocol supplies the ideas the product refuses to compromise on: an actor may not be the only auditor of its own action; UNKNOWN is not permission; an action must be named by its downstream effect; completion is not effectiveness; and the record must outlive the news cycle.
